Hi Ajay.
I heard about this in the news. I live in Australia and during my family's travel to the US 2 years ago, we were already required to fill in an authorisation to travel form from homeland security when we got there. They gave us a portion of the form which we were supposed to keep with us and then surrender when we leave the US. We were also required to submit our itinerary and addresses of relatives we were going to visit.
It was a hassle but we had to submit to their requirements.
I think this new ESTA would be better than what they had before. At least, we would know if we are allowed into the US before spending money for tickets only to be told at the point of entry that we are undesirable.
Para ring VISA tong ESTA na ito although less hassle than getting a VISA.
